Do i really reqiore a Tour Guide with this one?

I have a second situation that sometmes comes up when i use in my Chaos-Fiends deck:

On my side of the field:
Junk Syncron

I summon Tour Guide, use its effect to special Sangan, then sync it together with Junk Syncron for Junk Gardna. I then use Sangan's effect because i have seen many people use Sangan in this way, but recently i have been opposed with people saying "You can't do that because Tour Guide negates Sangan's effect!"
I was not sure how to argue with this so i need some help. I thought at first that you couldn't because its effect was negated, but then people were doing that all the time before this came up
DOES TOUR GUIDE NEGATE SANGAN'S EFFECT FROM GOING OFF!?

I need to know!

very easy sangan activates in the graveyard .-.
the only time sangans eff doesn't activate is if it is used for xyz...
and when your opponent is hard headed call an admin >:}

man u cant use sangan as synchro material since effect of sangan activates
in grave then u get to add a card from ur deck

"When this card is Normal Summoned, you can Special Summon 1 Level 3 Fiend-Type monster from your hand or Deck. Its effects are negated, and it cannot be used as a Synchro Material Monster.."

never new tour guide said that xD ofc never really needed to read that.
anyway I would be right if tour guide didn't say that but since it says that ye whole combo is void :P

tour guide cant say its a card
so basically cant say ... and rjuto thats wat i said ... :D

I suppose u think that a minesweeper hack can change the text of cards in DN
