There is "sacking" and there is "stacking"

It's when you arrange the order of your deck or the order of certain cards in your deck.

Cheating?

Yep basically cheating -.-'
I suspected a couple people stacking their decks at the YCS in Atlanta right in front of my face lol. .-.

L my cousin did that to me when I was six,,.....no wonder how he always got Pot of Greed...

With sleight of hand you could win any game.
I mean, I could shuffle a deck and keep a good quarter of my deck on the top.
I could just put a Batteryman OTK type thing down in a turn and win instantly.
Better yet I could draw all 5 bits of exodia in my open hand every duel.

We used to do that as kids, shuffling OTKs on top of our decks.
Ofc, in yugioh, it's I shuffle, you shuffle, I cut, you cut (not that simple, there are some "want"s and "must"s in there, but it's a rule that you can't be the last one to rearrange your deck), to prevent that, and naturally being caught doing that is dq and blacklisting.

Btw, in yugioh it's said that often the better stackers stack your deck, not their own (when shuffling your deck they peek at the cards, pick those that would suck together, hold them in their stack at the bottom and top while shuffling to shift them on top, the regular stacking even children know. For example, if the opponent doesn't notice you are able to see the cards you are shuffling, it's relativelly simple to have them open 2 sabersaurus, 2 kabalzauls, provided they don't cut), since it is the rule that you must never be the last to touch your own deck, but many players pass on cutting after shuffling so there are good chances the counter-stacking will go through instead.
