-BLS, -that other synchron next to him, -2 cyber valleys, -3 tengu (imo you dont need tengu in a synchron deck because of what i suggest of adding in,) -3 ryko, -1 synchron explorer, -2 scarecrow, -2 card troopers.
+3 tuningware, +3 darksea rescue, +1 mst, +1 rota,+2 unkown synchron, +2 machine duplication, +2 de-synchro, +1 avarice.
If you're going Synchron, then imo you should go all out w/ Tuningwares and Darksea Rescues for the extra draw power and more options for synchro material.

In addition to my comment above, you can get major draw power from having out a typical combo of Road Warrior+Librarian+Formula+De-Synchros. It usually works out as such: Tuning for quickdraw or junk, ditch a rescue or tuningware for QD, bring back w/ junk, machine duplicate the rescue/tuningware, sync for librarian w/ junk, draw 1, then usually go for road warrior (if you have at least 1 tuningware out to use effect to boost level,) and then use Road to special summon an unknown synchron (if you have a monster reborn in hand, like a sacker, you go for tuningware/rescue to go for formula, or just simply set up for another turn.) That is how a typical Tuningware OTK deck looks like.
EDIT: Scrap-Iron Scarecrow overall is just a troll card. There is no possible way of gaining field advantage with it, however it does serve the purpose of re-setting itself as a shield for 1 attack per tern. Whats a junk deck w/out one? So I suggest 1.
